Tongan glibc locale. Very loosely based on Maori and but deriving from en_US instead of en_NZ as this is present on the XO I'm using. This file replaces the previous ton_TO.txt, correcting it's filename, language name and others.
This file should be named to_TO but the wiki requires an extension.
