1) I'd frame this in terms of groups rather than leads. There should naturally be a leader for each, but for the time being while getting things undre way, you don't want to scare people away by demanding an immediate commitment, and you don't want to narrow the field before seein how much work people actually do.

2) The core task in my mind doesn't get covered by your teams : reviewing applications, both teams and local implementing NGOs. A great review group will figure out which proposals will succeed and which will not, and only accept the former. That's the difference between amazing success and catastrophic hair pulling (not to mention wasted energy and funds).

This group I would quickly find a lead for, and it may end up having its own meetings, processes, &c. fundraising and advising applicants may come under this.

3) A 'website' team also deserves its own notion. this could be combined with outreach, with translation and communication and promotion falling underneath it. --Sj talk 06:25, 1 March 2009 (UTC)
