I looked at health.gov and found a big list of US government agencies that provide health information over the Internet. Much of it is US-centric, but virtually all of it is public domain, so you could cherry-pick the stuff that's relevant to third world kids' health, edit to your heart's content, and publish and/or translate it under a nice free license like CC-BY-SA, without needing any further permission.
