OLPC는 세 가지 전제 위에 구성됩니다:

# 모든 사람들을 위한 배움과 고급 교육은 공정하며, equitable, 경제적 및 사회적으로 viable 사회를 위한 필수요소입니다;
# 광범위한 계층들이 노트북 컴퓨터를 활용할 수 있는 환경을 제공함으로써, 전국적으로 배움의 혜택과 교육의 극적인 개선이 가능합니다;
# 컴퓨터가 불필요하게 고가 제품으로 남아 있는 한, 위의 특권을 선택된 소수들만 향유할 수 있습니다.

지식 창조, 개발 그리고 발견을 위한 우리의 가장 강력한 도구를 아이들과 교사들이 숙달될 수 있는 충분한 시간과 지원과 더불어 제공함으로써, 그리고 지식 공동체의 발전을 가능하게 하는 폭 넓은 연결성을 제공함으로써, 우리는 intractable 및 결정적으로 중요한 교육적 이슈들을 다룰 수 있는 수단을 갖게 되었습니다.  

== 디자인==
우리는 단지 비즈니스 컴퓨터를 재구성하는 게 아니라, 어려운 환경에서도 기능할 수 있는 어린이용 노트북을 설계했습니다. 즉:
집, 학교 그리고 공동체를 연결하는 광대역 무선 연결성을 제공하는 메쉬 네트워킹 기능을 제공합니다 - 공동체 전부가 그 자신 및 세계와 연결됩니다; 이 노트북은 튼튼하고, 궂은 날씨에도 견디며, 어떤 위험물질도 포함하지 않습니다; 최소한의 전력만을 소비하므로, 학교와 가정의 비용을 줄이고, 전기가 없는 곳에서도 배터리를 충전할 수 있습니다;
비용을 줄일 뿐만 아니라, 고품질 저비용 소프트웨어와 컨텐츠 창조를 전세계 어디서든 지원받을 수 있는 자유 소프트웨어를 이용합니다. 모든 학습자들은 자기들의 소프트웨억 ㅏㅁㄴ들어지는 과정을 지켜볼 수 있으며, 개발 공동체에 합류하여, 그들 역시도 소프트웨어와 컨텐트 창조에 동참하게 됩니다. 모든 사람이 그럴 수는 없겠지만, 단 1%만 그러하더라도, 우리는 매년 100만대의 노트북이 배포되는 지역에서 매년 1만명의 소프트웨어 개발자들의 탄생을 지켜보게 될 것입니다. 더우기, 소프트웨어 개발과 창조 문화는 이전에는 접근할수 없었던 인구 계층으로 전파될 것이며, 그 잠재력은 엄청납니다.

기술적 측면에서 변화의 발판이 만들어지는 동안, 실제 효용은 상호 연결된 노트북에 대한 접근성으로부터 창출되는 개선된 교육 관행입니다. 기존의 학교 관행은 전자 문서, 컨텐트, 소프트웨어, 전문가 그리고 지원으로의 접근으로 인해 한층 풍부해 질 것입니다. 컨텐트는 저 비용으로 지속적으로 개선될 수 있고, 교사들은 각 지역, 학생에 적합한 자료를 선택할 수 있으며, 매일같은 개발 공동체의 산물은 네트워크 전체가 공유할수 있는 디지털 자산입니다. 이 노트북은 또한 교사들의 전문적 능력 개발, 1:1 지원, 학습자 및 교사 공동체의 발달 그리고 컨텐트 창출과 공유를 가능하게 합니다.

우리는 학교 컴퓨터 랩이 제공하는 상당한 교육 효과들을 지켜봐 왔지만, 그것들은 학교의 이론, 관해, 문화 그리고 조직을 실질적으로 변화시키는데 필요한 시간과 자원을 제공하지 못하는 본래적 한계가 있습니다. 학교는 전형적으로 하나의 컴퓨터 랩을 가지고, 각 랩은 10대 남짓의 컴퓨터가 설치되며, 40명 정원의 학급은 주당 평균 50분 정도만 랩을 이용할 수 있으며, 애ㅣ는 학생 1인당 고작 평균 12.5분 정도만 이용할 수 있음을 의미합니다. 그럼에도 교육자들은 상당한 성과를 볼 수 있습니다. 광범위한 노트북 프로그램은 그러한 접근 장벽을 제거합니다.각 학급마다 짧은 시간 동안만 랩을 이용하는 대신, 학생들과 교사들이 언제나 노트북을 활용하고, 이를 통해 기존의 학습 관행을 변화할 수 있습니다.

그러나, 컴퓨터가 학생들에게 제시될 교육 자료들의 질을 높이는 기능도 있긴해도, 이 것의 실질적이고 고유한 능력은 학생들로 하여금, 구성괴 표현, 협동, 디자인, 모델링, 시각화, 반추, 그리고 디버깅 활동을 가능하게 하는 malleable 도구라는 점입니다. 이것들은 세계에서 기하급수적인 지식 성장을 가능하게한 원동력이며, 기회와 자유 그리고 지도를 받는 아이들은 그들의 성장과 개발을 위해 이러한 원동력들을 가장 잘 활용할 수 있는 인격체들입니다.

==How children learn==
Educators have long recognized that children learn best when they are active, when they pursue their own interests, and when they participate in cultures of knowledge and engagement. However, until now it has been logistically impossible, except for the elites, to create such learning environments. With 1-to-1 access to connected laptops, children actively engage in knowledge construction and are not limited to passive reception of information. Each child can pursue learning in areas of strong personal interest and the classroom is not limited to a pre-determined, one-size-fits-all approach. 

With connected laptops, learners are liberated to actively engage with others with similar interests in cultures of learning by doing without being limited by time or space. In this way children can learn by teaching, actively assisting other learners and thereby liberating the teacher to focus her experience and expertise where most needed. Computers also facilitate appropriation of knowledge in domains difficult to comprehend with other static, non-connected materials. Domains that involve dynamics, complexity, high levels of abstraction, micro or macro size, and more become appropriable by children through expressive uses of computers. Teachers benefit as well as not only do they get to use the laptops at home for their own learning, but the connected laptop becomes a conduit for customized professional development enabling the teachers to gain access to expertise and colleagues, to pose and respond to practical questions.

Moreover, with mobile, connected laptops the walls of the classroom open and the entire community becomes the classroom and virtually the whole world enters on demand. The children carry the classrooms and teachers of the world with them through the community and into their homes. Children can participate in the study of global issues while simultaneously using local context for understanding. They can fully participate as producers of knowledge and not just as consumers of materials produced by others.

Prior 1-to-1 laptop experiences in other countries have demonstrated tremendous gains in learning, more time spent on schoolwork, development of technological fluency, and a stronger sense of inclusion among the students. While the majority of prior experiences have been in wealthier countries, the experience in a rural community of Costa Rica in 2006 exemplifies the potential. Not only did the children go far beyond the usual curriculum, but also they learned to care for and repair their computers. The difference in how they treated and learned about their own laptops compared to the computers in the school lab was astonishing. The parents made covers to protect the laptops. The children learned to repair them so that they would not be deprived of their use. The parents entered into adult education in highly increased numbers. The teacher went from being dubious to a strong supporter after participating in the children’s gains. The greatest testimony was that families moved to this community so that their children too could get laptops and the education they enabled. Connected laptops also provide a means for new models of growth. Rather than needing to rely on a centralized, standardized reform, we can develop high-quality, localized models of improved practice, and utilize the network and rich media to create mechanisms for spread. A foundation is thus created for three distinct, but overlapping, phases: enabling powerful learning in and out of school; the positive change to specific school practices; and the transformation of schools from funnels of received information to engines of knowledge construction and appropriation.

Laptops are the pencils for the digital age. The sooner we can provide high quality learning environments for all, the better and more cohesive our societies will become.
