Objective Test objective::Verify that a user can deactivate/reactivate the wireless radio.

Setup Test setup::One XO laptop running an 8.2.0 (pre-)release build.
Procedure [[Test procedure::1. Open the graphical Sugar Control Panel from the Home view.

2. Click on the "Network" panel.
3. Uncheck the box labeled "Radio" and then the checkmark on the top-right.
4. Try to get on the internet using Browse.
5. Go back to the Control Panel and turn the radio back on.
6. Close the Control Panel.
7. Try to get on the internet again.
8. Check that clicking on a mesh icon still searches for a mesh connection
