He is a graduating Masters of Public Administration Student in the School of Urban Affairs and Public Policy at the University of Delaware. His concentration is Nonprofit Leadership. He has worked as a volunteer and is currently one of the members of board of advisors for Trans Regional Environment Technology (TRETA), a local partner organization for Student Teach. Fratern has considerable experience working with children; he recently worked as a coordinator/ director of the summer recreation program in the City of New Castle, Delaware.
