For 2007-2013, my Country get form European Union grand 36 mld euro for Hi-Tech. http://www.funduszestrukturalne.gov.pl/English/

1,07 mld euro is only for high bandwidth for poor region in Poland. http://www.funduszestrukturalne.gov.pl/NSS/programy/krajowe/porpw/ (dark blue)

East Poland is plain and low population density. Poland at google maps http://miniurl.pl/east-poland
