Did you ask a French-speaking person about this?
The letter that you have posted is written in plain French and simply asks you to communicate with them about doing an OLPC project in the country named Benin. It is written in typical high-class French as used by civil servants, roughly equivalent to the flowery English you might find in a Bronte novel. The email address given is on the French Yahoo site which is understandable for someone from a poor French-speaking African country.
