At least to remove the complete brokenness of making «» disjoint (yeas someone azertifyied a qwerty layout without thinking. And no it does not work)

Also ISO 8859-15 has been published eras ago, so there's absolutely no excuse today to define an azerty layout that lacks Œ/œ

At least to remove the complete brokenness of making «» disjoint (yes someone azertifyied a qwerty layout without thinking. And no it does not work)
