Frank,
For 2007-2013, my Country get form European Union grand 36 mld euro for Hi-Tech.
1,07 mld euro is only for high bandwidth for poor region in Poland. http://www.funduszestrukturalne.gov.pl/NSS/programy/krajowe/porpw/ (dark blue)

East Poland is plain and low population density.
My opinion is the really big project. European Union prefer open source and similar agreement. Near the future INTEL delivery cheap WiMAX chip. My opinion OLPC with WiMAX for ~250 USD is best offer for my country. Poland is a good places for For OLPC scientific research.
