This is ongoing writing...please don't hesitate to add your opinions on the discussion page.

XO Korea is different from any kind of organization. It's a system rather than an organization. Its legal status as an NGO is just to conform with the related Korean law (and, other laws in the future), which requires a structured type of organization for any NGO to pursue its projects, to receive donations, and to make a contract with any party.

Shortly, XO Korea;

  • is not a structured organization.
  • has no employee, director, or chairman.

Unlike to ordinary open source communities, XO Korea handles money-related issues directly or indirectly. So, there need some kinds of ethical codes and mechanism to prevent undesirable activities of participants. All participants should be aware of the goals and processes of XO Korea before any participation.

All codes which participants should keep in mind are described here.

  1. XO Korea is an open source and non-profit organization operating under the related Korean law.
  2. XO Korea itself and its participants should not require compensations (monetary or not) from any organization, person, and/or entities.
  3. To use a designation of XO Korea Participant, he/she should have passed the Code of Ethics test provided by XO Korea via the web.

Open Project

  1. All projects of XO Korea should be open and transparent to the public.

Open Production & Sales

  1. When XO Korea sales any product or service, all related processes should be open, transparent and competitive.
    1. Anyone can suggest a production or sales idea on the XO Korea web. If a predetermined number of citizens agree on the suggestion, the process of fund raising, production or sales shall be start automatically.
  2. There should be no gain from those sales-related processes.
    1. All expenses of XO Korea shall be provided by contributions and donations from citizens.

Open Expense

  1. Contribution or donations from citizens should be expensed in an open and transparent manner.
    1. Every expense item shall be posted on the web and shall be expensed when 'a predetermined number of citizens agree on the expense.
    2. Every accounting reports shall be posted on the web in almost real time, according to the XBRL format.
