1. Build on self-discipline learned in 0.2

2. Initial modularity. I.E. Service should be self contained and able to deal with different hardware configurations at install time.

3. Atomic tasks coordinated by regular releases.

4. "Feedback, fix, finished product."

XS-CE 0.3 Provides core AP features plus a small set of critical extened services on an XO 1.75 or other x-86 hardware.
