Omniglot mentions that the language is tonal although tones not usually shown in writing. That plus the digraphs suggests the French keyboard may just be what has been available rather than what should be. Would be worth contacting some of the references listed at the Pan Africa L10N pages for advice. (Ditto for other such cases).

At present, this is essential the standard AZERTY keyboard as defined by the fr symbol file for X Windows. It is unlikely that it will be used in Rwanda. --Walter 21:39, 9 October 2007 (EDT)
When in doubt, ship something QWERTY-based. Many of the other layouts deal poorly with things like email addresses ("@") and programming languages. AlbertCahalan 22:17, 9 October 2007 (EDT)
