The subsequent text fills to the left of the larger ToC box in this version, whereas there is only white space in the original. It's that large white space that stares me in the face and forces one to scroll down to the content. : The Rochester page looks great - but that layout, I think, only will work for pages with a very small table of contents... it's more space efficient for a short TOC, but not necessarily for a long one.
