OpenVista CIS is a cross-platform, internationalized, rewrite of CPRS in C#, using Gtk# as the UI toolkit. It is available here under the AGPL Version 3 license. In short, the AGPL is a version of the GPL license with extra clauses to "plug the network hole" for hosted services like VistA.
