Somalia is a country in Eastern Africa. You can get more informaion about Somalia from the Wikipedia.
Somali language is spoken in Ethiopia, Kenya, Djibouti and Somalia.

I am not aware of any starting project, but as a native of Somali speaker I am willing to help.
