Mandatory vs optional

The things currently on the list are the "ideal" repair center kit list, but you don't need all of them to operate (for instance, I think it's entirely feasible to be a repair center without an oscilloscope). suggest separating into "nice to have" and "must must must have", or "workedforme" sets rather than mandating that every repair center have these things..
