Bob,
I have put my original thoughts on the XO roll-out to paper. You can find them in the attached file. These points are not in order of priority, but seem all to be building blocks of a successful project. I understand that Birmingham is the first city in the US to implement the XOs at a considerable scale and that many lessons will have to be learned on the way. There will be problems and rough patches, but with proper planing, persistence and drawing on experience, this can be pulled off.
Some bullet points in my proposed tentative agenda are quick one line yes / no / a number issues, yet others could spark almost philosophical discussions. I do not expect to get everything covered on Tuesday, but think this could act as an extendable checklist for further considerations.
