:When it says "It has been proposed ..." it may well mean that one person has proposed that an administrator delete a particular page.

:One or more other people may have defended against that proposal. Please remember that although this page is named Pages for deletion that that page name is prejudicial to the invitation for people to make representations that the page not be deleted. This page should perhaps be renamed '''Category:Pages proposed for deletion''' or even '''Category:Pages proposed for deletion which deletion might be being defended against''' as the present title of '''Category:Pages for deletion''' is factually incorrect as a request to delete a page produces an invitation to other people to defend against that deletion, so the page is not a page for deletion unless a decision to delete based upon considering the proposal to delete in the light of any defence against deletion has been made.
