[http://www.omniglot.com/writing/kinyarwanda.htm Omniglot] mentions that the language is tonal although tones not usually shown in writing. That plus the digraphs suggests the French keyboard may just be what has been available rather than what should be. Would be worth contacting some of the references listed at the [http://www.panafril10n.org/wikidoc/pmwiki.php/PanAfrLoc/RwandaRundi Pan Africa L10N] pages for advice. (Ditto for other such cases).

Omniglot mentions that the language is tonal although tones not usually shown in writing. That plus the digraphs suggests the French keyboard may just be what has been available rather than what should be. Would be worth contacting some of the references listed at the Pan Africa L10N pages for advice. (Ditto for other such cases).
