It might be easier for the driver swap USB flash drives when he passes the schools. Both email and bulk data can be exchanged, and you don't need the complexity and reliability problems of having a motorcycle based computer. [[User:tef|tef]]

The worlwide amateur radio/ham radio data network (aka packet radio) knows already a store-and-forward mechanism.
Especially over part-time links as satellites, interrupted radio links and so on.
Why not have a look at these techniques and adapt them ?
