TzuChiang Liou (Born July 9, 1975) is an open culture activist in Taiwan, he participated in various activities and projects to promote and facilitate the concept of knowledge sharing and open access. Currently he is dedicated in two local communities, Mozilla Taiwan and Wikimedia Taiwan, he is also the program coordinator and co-organizer of Wikimania 2007. He works in Institute of Information Science, Academic Sinica since 2003, and serves as project manager since 2005.

TzuChiang is the board member of SLAT (Software Liberty Association, Taiwan) and Wikimedia Taiwan; a collaborator of FlossWorld project; and the co-principle investigator of OSSACC (Open Source Software Application Consulting Center). He was also participating in the Second Division of Second Phase of NDAP (National Digital Archive Program). He used to work as project manager and lead the OSSF (Open Source Software Foundry) for two years since 2005, and worked us a project manager of operation team and software engineer before that.

Hw was the technical editor and translator of the Chinese version of Linux Journal from Nov.2000 to Jan. 2003. Currently he's also involved in the translation of Programming Firefox and Definition of Free Cultural Works
